Is this illegal (work )?

so i work at the deli ( i am a cashier and helper for a deli when they have a lot of people but most of the time just on being a cashier its a small store ) . In deli when u sell a ham u should try to cut it to the end so nothing will be left behind today i found out that we have a lot of those ham ends and then my coworker told me that the boss told her he is charging every one 8 dollars ( 4.99 lb) of ends that we need to pay he only told this to her nothing to me or any one. so when i got my pay check i check if he did it and yes he did took away 8 dollars what is the worse its that those ends cost 2.99 ( if any costumer wants to buy them ) and we got charge 4.99. second we didnt even get them he will use them to make sups or some other stuff so the costumers will buy them . i found this very rude cause 1 when i got hired he never told me he will charge me for it 2. He didnt told me he is taking money form my paycheck and 3 I am never on a deli so i don't even slice hams maybe like 2 in one day or less . Should i talk with him ? What should i tell him
