Is my dog submissive or dominant?

if you have read all my questions you should know we adopted a male terrier 1 years old like he does anything he wants to my dog jumps on her trys to bite her when we playing fetch.but sometimes my dog snaps and growls barks gets all crazy so is she submissive or dominant you cant tell our adopted dog has a bunch of problems like digging barking at other dogs etc. so any help it will be welcome.
