Cant log on to hotmail account?

My husbands hotmail account has been blocked and we cannot unblock it for the life of us. We don't have another option to send the verification code (only available option is his blocked e-mail, go figure) He's in Iraq right now and I have absolutely no idea how to fix this. I've tried calling costumer support, but i have to be a paying costumer. Someone know any way I can talk to someone and resolve this issue?
